Su reconstrucción parcial llevó a consultar diversas fuentes escritas y orales sobre el origen, desarrollo, aportes científicos y vicisitudes. Sus objetivos son compartir con las presentes generaciones, estudiosas de la realidad desde las CCSS, los desafíos permanentes de la sociología. El Grupo de Trabajo Gt 30: Centroamérica y el Caribe: “conflictos, crisis y democratización”, constituye un espacio académico de producción de conocimientos desde diferentes enfoques de las Ciencias Sociales y de vital importancia porque en la región se confrontan un conjunto de temas que son parte de los graves conflictos que se atraviesan socialmente dentro de sus fronteras como entre las naciones del área y las grandes potencias.Item Autoridades intermedias en Jalisco. La figura del comisario de policía en el medio rural durante el siglo XIX(Universidad de El Salvador. Facultad Multidisciplinaria Oriental, 2019-08-01) Isais Contreras, Miguel ÁngelEl presente artículo tiene su enfoque desde la historia social y cultura del delito, pues a través del estudio de la administración de justicia, pone en el centro de su estudio un actor social poco considerado al momento de hacer historia social dado, quizá, sus dimensiones locales y la escasa disponibilidad de fuentes para estudiarlos: los comisarios de policía. Durante el siglo XIX mexicano esta clase de autoridades intermedias estaba lejos de considerarse un sector constituido por fieles representantes del Estado, cuando la mayoría de las veces eran actores que quedaban más arraigados a sus intereses personales que a las funciones que les confería el Estado. El artículo detalla algunas de las relaciones y conflictos cotidianos a lo que se enfrentaban los comisarios al ocupar de manera intermitente tal encargo.Item Cambios en las prácticas políticas del empresariado mexicano. Facultad Multidisciplinaria Oriental, 2020-09-01) Galaviz Miranda,, Cuitláhuac AlfonsoEl artículo expone un breve repaso histórico de los cambios en las prácticas políticas empresariales en México; el periodo de estudio abarca desde la época de la posrevolución hasta la actualidad. Como se verá, estos cambios apuntan, en términos generales, hacia una mayor diversificación y ampliación de las acciones políticas empresariales, lo cual dio como resultado una intervención más directa de los empresarios en la administración pública del país. El artículo muestra los procesos mediante los cuales el empresariado mexicano pasó de ser un actor con poca participación en la vida política nacional a ser decisivo en las políticas públicas del país.Item La Ciudad por sí misma: entre Poder y Derecho a la Ciudad. = The City by itself: between Power and Right to the City(Universidad de El Salvador. Facultad Multidisciplinaria Oriental, 2020-09-01) kelly,, Luis GustavoEste artículo examina la relación existente entre la noción “derecho a la ciudad” y “poder” que se enmarcan en el contexto de la toma de decisiones de la ciudad y puerto de Mazatlán, Sinaloa; a propósito de las intervenciones realizadas para la promoción del “Tianguis Turístico 2018”. En ese sentido, el autor examina cómo las “relaciones de poder” que se observan en torno a las élites, tanto políticas como económicas, terminan por incidir palpablemente en la configuración del espacio urbano construido, anteponiendo arreglos y acuerdos por encima de los derechos de los habitantes de la ciudad. Por ello, el artículo presta atención a la idea de Henri Lefebvre sobre el “derecho a la ciudad” exponiendo que, a pesar de que existe la tendencia a incentivar la participación ciudadana a través de la creación de leyes de participación, la forma en cómo las élites construyen la propuesta de ciudad y su solución resulta determinante, lo que imposibilita el “derecho a la ciudad” y, particularmente, una toma de decisiones inclusiva. La idea busca clarificar si en un contexto donde el ejercicio de poder resulta visible, la noción “derecho a la ciudad” podría ser traducida en mecanismos jurídicos concretos que viabilicen una toma de decisiones participativa.Item Los clanes de la droga en Los Altos de Sinaloa 1940-1970(Universidad de El Salvador. Facultad Multidisciplinaria Oriental, 2016-05-01) Fernández Velázquez, JuanEl estudio del narcotráfico desde la perspectiva regional nos permite encontrar las particularidades que le imprime su relación con el espacio geográfico y natural; así como su vinculación con quienes se dedican al oficio de la producción y distribución de enervantes, que para el caso de este trabajo se desarrolla en Los Altos de Sinaloa. Es en esta región serrana donde se configuran los clanes de la droga a partir de relaciones de parentesco, vecinales o comerciales, convirtiéndose en una actividad cotidiana alternada de forma cíclica con otras actividades económicas. En contraste con los proyectos de desarrollo promovidos por el Estado, enfocados en la agricultura empresarial gestada en los valles de Sinaloa, el cultivo de amapola y mariguana surgió como una oportunidad de subsistencia para los alteños.Item Comercio electrónico y el underground: Elementos para la gestión comercial de Costa Rica en la sociedad de la información(Universidad de El Salvador. Facultad Multidisciplinaria Oriental, 2019-08-01) Salas Ocampo, Luis Diego; Alfaro Salas, Marly YisetteEste artículo da un panorama de las acciones globales desarrolladas para la evidenciación de las dinámicas de comercio electrónico y su gestión para la facilitación del comercio. Compara las acciones formales con la existencia de espacios de intercambio económico en la Deep y Dark Web. Evidencia que, a pesar de los avances en los cuadros normativos y operativos a nivel de la Organización Mundial de Comercio, existen prácticas como el Proteccionismo 4.0 que inciden en la generación de proteccionismo estatal. Se constata que, para el caso de Costa Rica, pese a la existencia de una estrategia de Ciberseguridad, son muchos los nudos problemáticos para la gestión y vigilancia de la Deep y Dark Web a nivel de gestión país.Item Cómo la inteligencia artificial altera el paisaje de las seguridades = How artificial intelligence alters landscape of securities(Universidad de El Salvador. Facultad Multidisciplinaria Oriental, 2019-05-01) Villota Hurtado,, OmarEl conocimiento explícito del matemático británico Alan Turing y las ideas de la generación Beat dieron entrada a la tercera revolución industrial respaldada en la electrónica, la tecnología de información y la producción automatizada. El ensayo “Máquina computacional e Inteligencia” del británico fue publicado en octubre de 1950 en la edición 49 de la revista Mind. Mientras que las ideas de contracultura llevaron a la ciudadanía norteamericana a marchar pacíficamente contra la guerra de Vietnam portando carteles con la frase “Free Speech”, a establecer una universidad gratis en Palo Alto donde las personas compartían y consumían lo que podía pasar y a los ingenieros y programadores que trabajaban para las empresas de electrónica y computación en Silicon Valley pretender poseer una computadora personal. El pensamento en “los Silicon boys” por derecho propio se sustentó en un hacker interesado en desarrollar aparatos electrónicos y computacionales personalizados. Junto había otro tipo que entendía del negocio relacionado con programación computacional. Los dos trabajadores se fusionaron en comunidad, de manera correcta, y organizaron empresas de garaje que luego convirtieron en corporaciones globales. Aquellos años 1960 terminaron con un hombre caminando sobre la Luna. Las capacidades de la inteligencia artificial y el aprendizaje automático han progresado tan aceleradamente dentro de las máquinas que vivimos la cuarta revolución industrial, pero su desarrollo digital há permitido asimismo una gama amplia de aplicaciones de doble uso: beneficiosas para la humanidad e inconvenientes para la sociedad, según sea el componente crítico que se activa en los círculos de uso.Item Complejidad, sociedad y vida cotidiana en el posdesarrollo(Robinson Salazar Perez, 2015-01-01) Sotolongo, Pedro L.En el siguiente articulo se desarrolla una argumentación acerca de la necesidad de la deconstrucción de la aludida matriz o patrón colonial a favor de una ontología social de índole descolonial; así como operacionalizada a través de marcadores indexicales que permitan caracterizar de manera“situada” unas u otras prácticas colectivas cotidianas de interacción social en nuestros países –prácticas cotidianas ancestrales originarias y emergentes actuales, articuladamente enredadas- pero que surjan a partir de prácticas de Poder, de Saber, de Deseo y de Discurso descoloniales y de las mayorías sociales secularmente preteridas y discriminadas, de manera que las mismas tributen, participativamente institucionalizadas desde `lo local ́ a ́lo global ́, no a la reproducción cuantitativa del capital, sino a la reproducción cualitativade la vida en general y no solo la humana, sino de toda la bio-esfera con la que co-evoluciona nuestra especie, como imprescindible contribución a una “heterotopía de una comunidad de destino solidaria” que tanto necesitamos.Item Consideraciones sobre el papel del sector privado en la cooperación internacional para el desarrollo, una mirada desde México. Facultad Multidisciplinaria Oriental, 2020-09-01) Araujo Pulido,, Fernando JavierEl proceso de socialización y distribución de la seguridad recae principalmente en instituciones coercitivas de los gobiernos generando no solo el monopolio legítimo de la violencia, sino también, el monopolio legítimo de la vigilancia y el castigo lo que genera un control totalitario de las corporaciones de seguridad dentro de la sociedad, en ese sentido, el presente artículo tiene la intención de debatir sobre el discurso de seguridad generado por las corporaciones militares y policiales y las transformaciones sociales derivadas de su presencia. Facultad Multidisciplinaria Oriental, 2016-09-01) Fernández Velázquez, Juan AntonioEl presente texto es un estudio desde la óptica de la Historia Social, el objetivo es desentrañar del anonimato, esas voces que hasta ahora se encontraban ausentes en torno a los personajes que de alguna forma participaron en el tráfico y consumo de enervantes; mismo que estaba determinado por la reglamentación vigente de 1931 a 1940, periodo donde el núcleo de la discusión sobre el tema radicaba en catalogar al consumidor como enfermo o delincuente. En este escenario, los enervantes eran distribuidos a través de boticas y dispensarios, mientras que los migrantes chinos y sinaloenses compartían las redes de su cultivo en la sierra, en las principales ciudades de la entidad, se gestaba el tráfico al menudeo.This text is a study from the perspective of social history, the goal is to unravel the anonymity those voices that until now were absent around the characters who somehow participated in the trafficking and consumption of narcotics; it was determined by the regulations in force from 1931 to 1940, a period where the core of the discussion of the issue lay in cataloging the consumer as sick or criminal. In this scenario, the narcotics were distributed through pharmacies and dispensaries, while Chinese migrants and sinaloenses shared networks cultivation in the mountains, in the main cities of the entity, traffic was brewing retail.Item De la violencia social a la violencia institucionalizada. Aproximaciones teóricas para entender el problema de la desaparición forzada.(Universidad de El Salvador. Facultad Multidisciplinaria Oriental, 2020-09-01) Fernández Velázquez,, Juan Antonio; Ramírez Valenzuela,, ErikaSe trata de poner en el escenario de la discusión, si la dinámica expresada en la criminalidad, el delito y la corrupción institucional, se encuentra asociada al hecho de que el Estado dista de ser un organismo monolítico y coherente en su relación con la sociedad, generando así espacios y territorios, con aparente vacío de poder. Este aparente vacío de poder tiene su origen en la omisión de responsabilidad que el Estado provoca al no garantizar el orden social establecido, y así exceptuarse de otorgar mecanismos que posibiliten las mínimas condiciones de seguridad a la ciudadanía; contrario a esto, el Estado se convierte en cómplice y en muchas ocasiones participa en la generación y existencia de fuerzas y organizaciones externas que pretenden llenar esos supuestos vacíos de poder con el establecimiento de formas de conducta y reglas alternas, mismas que promueven actividades clandestinas e ilegales o lo que hará referencia mas adelante como crimen organizado.Item De políticas de mercado a políticas alternativas : hacia una gestión para la transformación en Venezuela. El caso de la Gobernación(Universidad de El Salvador. Facultad Multidisciplinaria Oriental, 2016-05-01) Fuenmayor, JenniferVenezuela transitó a fines de los ochenta, por cambios tanto en su política como en la gestión pública, con el advenimiento de un modelo de economía de mercado, que en el fondo buscaba la reestructuración del sistema capitalista, utilizando a la descentralización como uno de los instrumentos para promover dichos cambios. Esta investigación tiene como propósito, explicar la política y gestión pública para el período 1990-2005 en la gobernación del Estado Mérida. La investigación es una revisión de los referentes teóricos necesarios; documentos oficiales y fuentes secundarias. Se concluye que el Estado capitalista, de cuyo aparato forman parte las gobernaciones, se organiza en función de su papel económico; para atender los requerimientos de la economía de mercado y de la acumulación de capital. Entre algunas prácticas que dan cuenta de ello están: a) una política y gestión económica y social promotora de la economía de mercado; b) acercamiento a los organismos internacionales; c) cobro en la prestación de los servicios de salud y d) promoción de una participación ciudadana consultiva y de ejecución de proyectos sociales, lejos de acercar a los ciudadanos a la toma de decisiones de las políticas. Con la descentralización político territorial se favorecen los intereses del capital en detrimento del trabajo, y se avanza en el sentido de la lógica del proceso de acumulación de capital, por lo que no hay cabida para una política y gestión pública a favor de las mayorías, de inclusión social, ni para la democratización del poder y el bienestar social, esto último solo resulta factible en el marco de un proyecto económico alternativo, como el que se promueve en Venezuela desde que se aprobó la Constitución de la República Bolivariana de Venezuela, que trae consigo un cambio en la política a favor de una gestión alternativa; dan cuenta de ello, el apoyo a la política nacional de desarrollo endógeno; a las misiones sociales y a la construcción de un sistema de planificación participativo con énfasis en la organización de las comunidades. Facultad Multidisciplinaria Oriental, 2016-09-01) Quintanilla Gómez, Nelson De JesúsEl presente artículo es parte del proceso de investigación de tesis doctoral sobre el tema: propuesta de democratización del sistema electoral presidencial y su incidencia en la democracia en el contexto de la postguerra y a la vez es un esfuerzo por sistematizar los aspectos más relevantes de los cambios más importantes del sistema electoral presidencial antes, durante y después de cada uno de los cinco procesos electorales presidenciales, así como de su impacto en los avances en materia de democratización de la sociedad, los aspectos que facilitan la participación ciudadana y la alternancia en el poder. Para la elaboración del artículo se utilizó una metodología cualitativa puesto que se necesitó hacer un análisis profundo de las reformas electorales que tienen relación con la democratización del sistema electoral presidencial en el periodo de postguerra y sobre todo lo que facilita una mayor participación ciudadana y una mayor incidencia en la modernización del sistema. El objetivo fundamental del artículo es dar a conocer los avances del proceso de democratización del sistema electoral en general y en particular del presidencial con el fin de sistematizar las reformas electorales que tienen incidencia directa en el sistema electoral y en la democratización de la sociedad salvadoreña en el periodo de postguerra. El análisis del proceso de democratización del sistema electoral presidencial en el periodo de 1994 al 2014 es un esfuerzo por teorizar los avances de la democracia política representativa y sus perspectivas de una democracia participativa y directa a través del establecimiento de mecanismos que permitan la participación directa del pueblo.Item Desplazamiento de campesinos por la violencia del narcotráfico en Sinaloa.(Universidad de El Salvador. Facultad Multidisciplinaria Oriental, 2019-08-01) Ortiz Marín, Celso; López Estrada, JesúsEste trabajo inicia con una breve reflexión teórica sobre los campesinos, su relación con la tierra y la importancia de ésta en su entorno, puesta en juego para lograr la reproducción de la familia y del territorio como espacio en disputa; enseguida se abordan las diferentes manifestaciones de la violencia, que generalmente es ejercida por el Estado cuando ha combatido el narcotráfico por medio de sus corporaciones policiacas y militares, lo que ha ocasionado el desplazamiento forzado interno, este fenómeno que aunque no es nuevo en nuestro país, recientemente empieza a ser estudiado en toda su complejidad, en este caso la que han sufrido los campesinos en el norte de Sinaloa. Posteriormente se analiza el papel del estado de Sinaloa, dada su ubicación geográfica, en la producción de enervantes, como la amapola y la marihuana, así como los primeros desplazamientos de campesinos por el ejercicio de la violencia de Estado, por medio del ejército cuando este ha combatido el narcotráfico. Empíricamente la investigación se amplía con entrevistas a actores sociales, que en diferentes momentos y regiones han sufrido los efectos de la lucha contra el narcotráfico, por lo que han optado por el desplazamiento hacía albergues en las cabeceras municipales y algunas otras ciudades sinaloenses.Item Dialéctica y Población: una aproximación al estudio de la demografía en El Salvador = Dialectics and population: an approach to the study of demography in El Salvador.(Universidad de El Salvador. Facultad Multidisciplinaria Oriental, 2020-05-01) Tobar, Luis AntonioLa demografía como ciencia, muestra una importancia para el análisis de la población en cada país. Conocer los datos demográficos, permite tomar decisiones en el ámbito sanitario, económico y social a los gobiernos. Por lo tanto, el objetivo del presente artículo es hacer un análisis histórico de la evolución de la población, desde la teoría demográfica con un enfoque dialéctico sobre el crecimiento poblacional. En el caso particular de El Salvador, el estudio más sobresaliente en términos demográficos, lo realizó don Rodolfo Barón-Castro y el primer censo poblacional fue llevado a cabo hasta 1930. El Salvador presenta un bono demográfico importante, debido a que buena parte de su población está entre los 15 a 35 años, por lo tanto, conocer las características sociodemográficas, expresa una importancia vital en términos demográficos.Item Los diez pilares de la socioeconomía : ten props of the socioeconomics(Universidad de El Salvador. Facultad Multidisciplinaria Oriental, 2016-09-01) Jiménez Araya, Rodrigo AntonioEl siguiente documento tiene como objetivo, sintetizar las principales características del paradigma socioeconómico, para ello se recopilan estudios científicos de diversos autores. Mediante un análisis de contenido y de contingencia, se plantean las bases de un constructo socioeconómico y las relaciones existentes con otras disciplinas; sobre todo la prospectiva de tercera generación. Como resultado final se exponen los diez pilares teóricos, que caracterizan una investigación como socioeconómica. The following document has the intention to assemble the most significant traits of the socioeconomic paradigm. For this, a compilation of cientific documents have been created, considering various authors. These socioeconomic constructs have been suggested through content and contingency analysis, in addition to their connection to other disciplines, especially to a third generation future oriented approach. As a final result, ten theoretical underpinnings have been presented, that are characteristic of socioeconomic research.
