Item Desarrollo de un sistema informático web para la gestión de expedientes de la Administración Académica en la Facultad Multidisciplinaria Oriental de la Universidad de El Salvador(2019-10-01) Alberto Mejía, Rommel Amadeus; Herrera Flores, Diego Armando; Mariona Turcios, Rafael Elías; González de Reyes, Milagro AliciaRESUMEN: Actualmente estamos enmarcados en la era de la información y el tratamiento informático de los datos. Existe una especial importancia y preocupación en cualquier institución ya sea de carácter publico o privado acerca de la digitalización y el respaldo de su información y la de sus usuarios El mundo esta yendo en general hacia la era de la digitalización, en la cual la información y los datos de las instituciones, su personal y sus usuarios en general están almacenados en bases de datos en las cuales la información est ́a disponible desde cualquier lugar y en cualquier momento cada vez que sea requerida, gracias a los avances tecnológicos y al internet. Esto aumenta de manera exponencial la eficiencia y eficacia de las instituciones, ya que, no se requiere mas tener la información almacenada y archivada de manera fısica en papel, y con esto a su vez,susceptible a danos y perdidas de información por cualquier desastre natural o error humano. Actualmente, la Administración sistema informático que almacena expedientes académicos de los estudiantes. Desafortunadamente, el sistema cuenta con muchas carencias y fallos a nivel de seguridad, sin mencionar que solo esta implementado de manera local por una sola computadora, y esto por supuesto, genera un grave riesgo de perdida de información delicada de los estudiantes de dicha facultad. La presente tesis presenta y detalla una solución a todos estos problemas y carencias del actual sistema con el que cuenta la Administración Académica, y ası mantener segura su información.La investigación tecnológica es de gran importancia para la sociedad porque gracias a ella podemos resolver problemas de la vida cotidiana, ahorrar esfuerzos para realizar un trabajo o simplemente optimizar ciertas cosas de las actividades humanas. Una de las características de la investigación científica y tecnológica es la utilidad, es por esa razon que una investigación siempre es importante por su utilidad ya que si se dice ser una investigación pero no tiene utilidad deja de ser importante, y como demostración de que la investigación es útil tenemos la historia de los grandes avances de la humanidad, desde los tiempos en que el hombre viví´o en las cavernas hasta la actualidad en la que la computación es de gran importancia. Es por ello que para el desarrollo de el sistema de expedientes para la Administración Académica de la Facultad Multidisciplinaria Oriental, se ha escogido esta clase de metodología de investigación, debido a que es la que mayormente satisface las necesidades de este proyecto de desarrollo, ya que, no solamente se desea realizar una investigación científica, sino que además se desea mejorar y aportar al desarrollo de la Administración Académica, mediante el desarrollo de un sistema informático de gestión de expedientes digitales, y con esto, contribuir con la automatización y mejoramiento de los procesos internos, y por ende, contribuir al mejoramiento de la Facultad Multidisciplinaria Oriental de la Universidad de El Salvador. ABSTRACT: We are currently framed in the era of information and computerized data processing. There is special importance and concern in any institution, whether public or private, about the digitization and support of its information and that of its users. El presente proyecto de ingeniería en sistemas informáticos, se basa según cuatro ramas. La primera rama de estas, es la Programación Web siendo esta la base principal del proyecto, segundo se apoyará en la rama de Diseño Web, tercero en la rama de Desarrollo Móvil y finalmente sustentará toda su información en la rama de Base de Datos. Para la realización de esta tesis es necesario apoyarse en una metodología especializada para Desarrollo de Software según Kendall & Kendall, apoyada en el lenguaje de modelamiento UML permite el desarrollo de todos los diagramas que servirán como base para la programación. Las herramientas utilizadas en el desarrollo web y móvil, son herramientas Libres, para la programación y maquetado se utilizó PHP7, JAVASCRIPT, AJAX, BOOTSTRAP4, FLUTTER y para la integración con la base de datos se manejó el Lenguaje de Consultas SQL y se implementó en el motor de base de datos de MariaDB. For the realization of this thesis and according to Kendall and Kendall, it is necessary to rely on a specialized methodology for software development supported by UML modeling language which allows the development of the diagrams that will be the base for programming. Este sistema permite a los estudiantes tener una plataforma donde podrán estudiar las señas asignadas por su docente, repasar las veces que considere necesarias y luego someterse a evaluaciones para determinar si se ha aprendido la seña correctamente. Por medio de la App, las personas pueden denunciar cuando un animalito ha sido abandonado o está siendo maltratado, mandando en tiempo real la ubicación en donde se encuentra el animalito y el estado en que se encuentra. Además, aquí también se puede ingresar una solicitud de adopción, apadrinamiento y un control de los ingresos y egresos con los que cuenta el refugio. Analizar si las instituciones de nivel medio utilizan software libre y si conocen las ideas sobre libertad y cooperación que lo sustentan. OBJETIVOS: El objetivo principal es Identificar el impacto del uso del Software Libre en las instituciones de educación media, determinar las necesidades que llevan a las instituciones de educación media a utilizar software libre en el municipio de San Miguel y finalmente determinar el nivel de impacto social, educativo y económico que inciden en el uso de las tecnologías de software libre en las instituciones de educación media, siempre en el municipio de San Miguel. CONCLUSIONES: El Software libre si ha causado un impacto económico, educativo y social en la población estudiantil, planta docente y administrativa de las instituciones de educación media, proporcionando cambios en los modelos pedagógicos, brindando materiales educativos, acceso a recursos bibliográficos, etc. Así como cambios en la gestión administrativa de las instituciones de educación media del municipio de San Miguel, por lo que se recomienda incorporar tecnología libre para poder realizar proyectos de software y tecnología para motivar el proceso de enseñanza-aprendizaje. ABSTRACT: This document deals with free software in education, being directed to active teachers of all levels of secondary education, educational managers and students, to learn about the benefits that free software provides to educational institutions in the municipality of San Miguel. Este sistema permite agilizar los procesos de servicio del área de informática. De la misma manera, se podrá encontrar el contexto de desarrollo, las tecnologías implementadas y los estándares del Ministerio de Salud, los cuales son Symfony v2.8 como framework de desarrollo PHP, PostgresSQL 9.6 como base de datos y Flutter como propuesta de framework para desarrollo en aplicaciones móviles. Así como también el plan de implementación, características de los equipos a utilizar, manuales de desarrollo, de usuarios y de instalación para las aplicaciones web y móvil. De esta manera se espera que el Ministerio de Salud modernice sus instalaciones y que en un futuro próximo puedan extender el alcance del sistema de control de servicios técnicos a todo El Salvador. ABSTRACT: The main objective of this thesis work that is detailed in this document aims to modernize the services currently offered by the Informatics Department of the Eastern Regional Health Directorate, specifically the management of technical requests through a web system and mobile application, of easy to use for the workers of the Ministry of Health and for themselves. Se abordan de forma general los beneficios que proporcionara indirectamente a la población; además se dan conocer las herramientas que se utilizaron para el desarrollo del software que se adaptan a las necesidades señaladas del área de Saneamiento Ambiental. Se dan a conocer las factibilidades para la implementación de este Sistema Informático, así como también se detallan cada una de las características con las que contará y las tareas que podrá realizar. Se presentan las interfaces gráficas para tener una visión clara del diseño del sistema informático, también se incluye los manuales de usuario, de instalación y de programación para tener una documentación completa de su funcionamiento, que coadyuven con las modificaciones que se requieran a futuro y que estas puedan ser realizadas por cualquier otro programador. La Investigación fue realizada debido a la problemática encontrada que indicaba que las personas con discapacidad visual cuentan con una casi inexistente ayuda para nivelar sus condiciones en materia académica, a nivel superior, en comparación con alguien que no padece discapacidad visual. Se realizaron diversas pruebas que concluyeron en la necesidad de desarrollar un prototipo de asistente académico que sirva como puente de unión entre la información y la persona con discapacidad visual. El prototipo o “asistente” cuenta con tres áreas de servicio: Lectura de textos físicos, Lectura de textos digitales y Búsquedas en línea; tomando como base las necesidades básicas que un estudiante promedio de nivel superior debe suplir para estudiar y prepararse académicamente. El prototipo está diseñado para ser utilizado de manera regular y su uso se pretende que esté al alcance de todo aquel que lo necesite. Se considera operativa, porque desarrolla un Modelo de Atención Integral en Salud, por medio de una red de proveedores articulados armoniosamente; complementando los esfuerzos y evitando la duplicación de acciones entre éstos, haciendo un uso eficaz y eficiente de los recursos, facilitando el seguimiento de las actividades y evaluando los logros en términos del impacto sobre la salud de la población bajo su responsabilidad. Por ende el SIBASI cede Morazán, se ve afectado por esta problemática, ya que con el sistema que cuentan maneja la información de forma general; niños, adolescentes, adultos, mujeres en edad fértil, y adultos mayores; todos ellos se encuentran registrados en un mismo sistema, por lo cual se diseña un sistema de control y seguimiento para la solución de esta problemática. ABSTRACT : SIBASI is considered as the basic structure because it brings together in the local context the elements proposed by the National Health System, under the leadership of the Ministry of Health. Este sistema permite personalizar los datos brindados por cada usuario, los funcionarios administradores, podrán reeditar los datos que se reciban, de la misma manera se podrá encontrar en el contexto de la investigación múltiples herramientas como la generación de reportes y consultas de datos, mismas que han sido realizadas con las tecnologías más actualizadas, fusionando la mayor parte de estas para el diseño y desarrollo de las herramientas, así mismo las referencias correctas a la institución que nos brindó la mayor parte de información, misma que es de vital importancia para el desarrollo de la comunidad educativa del territorio salvadoreño. La aplicación móvil para el apoyo de la gestión académica de la Facultad Multidisciplinaria Oriental de la Universidad de El Salvador, funciona en dispositivos móviles con sistemas operativos iOS y Android, posee una interfaz gráfica consistente que aplica normas de diseño que proporciona una mejor experiencia de usuario en ambas plataformas, por lo que la implementación de la aplicación móvil será una excelente alternativa innovadora, facilitando las consultas académicas que se realizan en el sitio web del expediente en línea de la Facultad.
